On September 19, 2023, Ambassador Guo Min met with Minister of Digital Development and Transport of Azerbaijan Rashad Nabiyev.

Ambassador Guo Min extended welcome to Rashad Nabiyev, who will pay a visit to China as the head of the delegation and attend relevant activities, and pointed out that this visit is a positive measure to implement the consensus reached by the two heads of state during their bilateral meeting on the margins of the Samarkand SCO Summit. China stands ready to work with Azerbaijan to further strengthen communication and deepen cooperation under the framework of joint construction of the Belt and Road, and make contributions to promote bilateral relations to a new level. Ambassador Guo Min wished Rashad Nabiyev and the members of delegation a successful visit to China with great achievements. 

Rashad Nabiyev expressed his gratitude to China for the invitation and looked forward to the upcoming visit to China. He expressed his wishes to take this visit as an opportunity to have an in-depth exchange of views with relevant Chinese departments and enterprises, and to jointly explore the potential for cooperation in various fields such as transportation, information and communication, innovative technology, and tourism, so as to push forward the greater development of Azerbaijan-China relations.
