On October 2-6, 2023, the 74th International Astronautical Congress (IAC) was held in Baku. Ambassador Guo Min attended the opening ceremony of the Congress and the symposium hosted by the China National Space Administration (CNSA). Chief Engineer of the CNSA Mr. Li Guoping, executive director of the International Astronautical Federation Mr. Christian Feichtinger, chairman of the Board of the Azerbaijan Space Agency(Azercosmos) Mr. Samaddin Asadov, as well as representatives from the world's major space agencies and enterprises attended the symposium.

Ambassador Guo Min said in her speech that the 24th IAC was successfully held in Baku in 1973. After half a century, it is the same ancient and charming city that has attracted the world’s attention again. China and Azerbaijan enjoy a longstanding traditional friendship. Adhering to the Silk Road spirit embodied by peace and cooperation, openness and inclusiveness, and mutual learning and mutual benefit, both sides have made continuous efforts to deepen political mutual trust, promote cooperation in a solid and pragmatic manner, and tighten the cultural tie between them, all contributing to the formation of a close friendship and partnership. The successful meeting of President Xi Jinping and President Ilham Aliyev during the Samarkand Summit of the Shanghai Cooperation Organization last year, with important consensus reached, mapped out a blueprint for the future development of bilateral relations. During the Congress, the CNSA and Azercosmos signed a joint statement on their cooperation concerning the International Lunar Research Station, symbolizing another effort of China and Azerbaijan to deepen their bilateral relations, as well as the advent of a new stage in which their cooperation in space technology will mature.

Ambassador Guo Min emphasized that recently, the Chinese government released a white paper titled A Global Community of Shared Future: China’s Proposals andActions. Ten years ago, President Xi Jinping propounded the idea of building a global community of shared future, answering a question raised by the world, by history, and by the times: “Where is humanity headed?”. His proposal lights the path forward as the world fumbles for solutions and represents China’s contribution to global efforts to protect our shared home and create a better future of prosperity for all. China is pleased to express its willingness to continue to deepen its cooperation with other countries in the space industry and to help humankind explore space in steady and far-reaching steps, thus making fresh and remarkable contributions to the development of the space industry for humankind.

Chief Engineer of the CNSA Mr. Li Guoping said in his speech that the hosting of the IAC by Azerbaijan once again sets a higher stage for world space exchanges and cooperation. CNSA stands ready to collaborate with colleagues worldwide, adhering the concept of open and win-win international cooperation and the principles of "equality and mutual benefit, peaceful use, and inclusive development", jointly promoting development in space industries for a better and shared future.

During the Congress, major space agencies from various countries participated in the IAC Space Technology Exhibition. Ambassador Guo Min visited the exhibition stands of CNSA,  China Aerospace Science and Technology Corporation, as well as other Chinese space agencies, enterprises and universities.
